The Bladen County Board of Commissioners met on Monday night and heard a presentation from Adam Kiker regarding the Phase IV water project. He told the board that the project would cost an estimated $6.9 million.

Kiker reminded the board that the estimated cost includes the addition of three roads: White Plains Church Road from Lisbon Road to Rosindale Road; Mercer Mill Road from Gibson Dairy Road to Rosindale Road; and Airport Road from the end of the existing road to Coley Road.

Funding could potentially come in the form of a USDA loan.

Chairman Charles Ray Peterson said the board will look at it and place it on the agenda in the future to look at it.

In a related matter Kip McClarey presented the board with proposed revisions to the Bladen County Water District Rules and Regulations. He told the board that some of the proposed routes for the Phase IV project would take the water lines off of NC Department of Transportation maintained roads and instead put them on private right of ways.

McClarey said the proposed changes to regulations would describe what the county would like in terms of maintenance of these right of ways.

Bladen County Commissioners Chairman Charles Ray Peterson said the board will put it on the agenda for the Commissioners to consider.

In other business:

** Bladen County Tax Administrator Renee Davis presented a request to extend a payoff bid. The bidder has paid a portion of the amount and has requested an extension to pay the remainder with installment payments of $500 each.

Davis said Attorney Allen Johnson advised the county go ahead and convey title to the new owner and write a deed of trust and promissory note for the remaining amount owed. The board voted to approve the measure.

** The Board heard an update from Jackie Dennis of the Bladen County Health Department regarding the Child Fatality Prevention Team activities for 2016. She said the team meets and reviews deaths of children under the age of 18.

She explained they receive data from Raleigh will meet periodically with various partners to review the data. Dennis said the team meets every other month on the odd months of the year.

Last year the team reviewed five fatalities. One involved Sudden Infant Death Syndrome, two involved drownings, and one was a still born.

** The Commissioners tabled appointments to the Adult Care Home Community Advisory Committee and the Bladen County Nursing Home Advisory Committee. The board voted to add Commissioner Arthur Bullock to the Southeastern Community & Family Services Inc Board of Directors. Commissioners Chairman Chairman Charles Ray Peterson noted that with Bullock’s appointment there is no diversity on that board and cast the lone no vote.

** The Board met in a 50 minute closed session to discuss matters of economic development and personnel. The Board reconvened in open session and took no action on the closed session items.

** The board scheduled a special meeting to discuss the Phase IV Water project for 5 pm on Thursday, March 30.
