Elizabethtown, NC- The Bladen County Board of Commissioners has requested permission from Secretary Mandy Cohen of the NC Department of Health and Human Services (NCDHHS) to leave Eastpointe and join Trillium Health Resources. NC law allows counties to choose which Local Management Entity/Managed Care Organization to manage mental health, intellectual and developmental disabilities, and substance use services in their county, subject to the approval of DHHS.

An effective date for the change has not yet been determined.

As Medicaid Transformation continues in North Carolina, the next phase will be the implementation of Behavioral Health and Intellectual/Developmental Disabilities Tailored Plans. Bladen County has determined that it is in the best interest of Bladen County residents to join Trillium at this time so that Trillium will become the Tailored Plan for our most vulnerable citizens. Trillium has a proven track record of providing high quality services in rural counties and has implemented many innovations in counties that they currently serve to provide a broader array of services than the minimum required by the NC Department of Health and Human Services. Trillium has promised to contract with all providers currently serving Bladen County residents and to recruit new providers to fill in gaps in services.

Bladen County is seeking public comment on this proposed change. The county particularly wants to hear from people who currently receive services and their families, provider agencies, advocates, self-advocates, and other stakeholders.

Comments on this proposal can be made to Bladen County Manager Gregory J. Martin in writing to PO Box 1048, Elizabethtown, NC 28337; in person, or via telephone, at the Bladen County Manager’s office, located at 201 East King Street, Elizabethtown, NC 28337, (910)862-6700, or via electronic mail at gmartin@bladenco.org. Comments will be accepted for 60 days, and the comment period will end at 5 pm on August 31, 2021.
