The Bladen County Board of Commissioners will meet tonight (Monday, August 20) at 6:30 p.m. in the Commissioners Meeting Room in the basement of the Bladen County Courthouse in Elizabethtown.

The consent agenda will consist of the proposed agenda, minutes of the August 6, 2018 regular meeting, budget amendments, County Attorney invoices totaling $3,821, Tax Releases No. 7-18, a request for the use of the Courthouse lawn at 6 p.m. on Tuesday, September 11, 2018 for a 9/11 Cry Out America Event, FY 2018-19 Eastpointe Procurement Contract for provision of services, NC Department of Transportation FY 2018-19 5311 Community Transportation Rural Formula Grant for the benefit of Bladen Area Rural Transportation System (BARTS), FY 2018-19 Non-Emergency Medicaid Transportation Agreement with JOSS Transportation, FY 2018-19 Non-Emergency Medicaid Transportation Agreement with West Bladen Assisted Living, LLC, FY 2018-19 Non-Emergency Medicaid Transportation Agreement with Woods Transportation, FY 2018-19 Non-Emergency Medicaid Transportation Agreement with Young Wings, LLC, Low Income Energy Assistance Program (LEIAP) and Crisis Intervention Program (CIP),

Also on the consent agenda is the designation of Bladen Commissioners Vice-Chairman Michael Cogdell as Voting Delegate to the NCACC Annual Conference, State Health Insurance Assistance Program (SHIIP) Grant Agreement, adoption of a resolution to authorize agents regarding a Hurricane Matthew Hazard Mitigation Grant program, maintenance agreement for Hurricane Matthew Grant Program Generator Project, FY 2018-19 CureMD Business Associate Agreement, FY 2018-19 North Carolina Health Information Exchange Agreement (NCHIEA), Holland Consulting Planners Contract for Consulting Services Amendment #1 Regarding the Hurricane Matthew NC Disaster Recovery Act of 2017 Program (DRA-2017), Holland Consulting Planners Contract for Consulting Services Amendment No. 1 Regarding the Hurricane Matthew NC Disaster Recovery Action of 2017 Program (HM DRA-17), Holland Consulting Planners Contract for Consulting Services Amendment No. 1 Regarding the Hurricane Matthew Hazard Mitigation Grant Programs (HMGP)-Elevation, Mitigation Reconstruction, and Acquisition.

The Commissioners will receive and update from Eastpointe CEO Sarah Stroud regarding Eastpointe’s activities in Bladen County.

Bladen County Tax Administrator Renee Davis will ask the Commissioners to consider approving a bid for a County-owned property located on Columbus County Road. Davis will also present the unpaid report and annual settlement for tax years 2008 through 2017 and the board will be asked to consider adopting an order to collect taxes charged on tax records and receipts.

Bladen County Finance Director Lisa Coleman will present the financial dashboard and give the board an update regarding time and attendance options. Coleman will also ask the board to consider approving an end user agreement with Nettime Solutions provided through Paychex Flex Enterprise.

The board will consider advisory appointments for the Adult Car Home Community Advisory Committee, Ammon Fire Service District, Hickory Grove Fire Service District, the Industrial and Pollution Control Financing Authority, Kelly Fire Service District, Local Emergency Planning Committee and the Planning Board.

Bladen County Manager Greg Martin will update the board regarding an Opioid Grant agreement with the Kate B. Reynolds Trust.

The board will meet in closed session for matters of client-attorney privilege and personnel.
