The Bladen County Board of Commissioners met on Monday night and voted to approve a new roof for the Bladen County Department of Social Services. The board heard from General Services Director Kip McClarey regarding the bid award for the work on the roof.

McClarey told the board he recommended the bidder Industrial Contract Service Corp. of Wilmington. They were the low bidder with a bid of $292,475.

“I think many of you are aware of the history of leaks and problems we have had with that building,” said McClarey.

He said county officials have considered the various types of roofing materials that are available and what will be best for the building. McClarey said currently the roof that is on the building is a “retrofit” roof system over the existing part of the building and there is still a gravel roof beneath the current roof.

“So it leaked through the membrane and penetrated into the insulation and got into the old gravel bed and leaks sprang up sporadically throughout the building. You can’t find where the leaks are coming in at,” said McClarey.

He said the recommendation is for the roof to be stripped down to the bare metal framework, removing all of the old roofing material, removing all of the retrofitted material and start over with a new insulated roof. McClarey said in the request for bids, the county specified the use of Trim Coat type roof material. He added Trim Coat is actually offering to give the county a 20 year warranty on the roof and the company will give a five year warranty on their work.

McClarey added the roof on the new addition to the building will be treated differently as officials feel they can work with the roofing materials on the addition.
