However, Barksdale did confirm the NCDOT’s revenue decline due to COVID-19 depleted the NCDOT cash reserve and is now below the statutorily mandated cash floor of $293 million. This decline directly impacts the 701 bridge construction. NCDOT announced this week due to the COVID-19 outbreak, and the NC Stay at Home Order, gas taxes have been affected.
