A meeting was held April 14th at the Dublin Community Center to open bids on an Infrastructure Community Development Block Grant (CDBG-I) for 4,300 feet of water main improvements in various locations throughout town. With Mayor Darryl Dowless and Commissioners David Kirby and David Hursey sitting in as observers, Rick Rudin of WithersRavenel conducted the bid opening.

This was in fact a second bid on the project, as the original bidding process was halted after the bids were opened due to an engineering error that resulted in one potential bidder not receiving a specification addendum in time to submit his bid. At the April 2nd Board meeting, the Commissioners ratified a rejection of all bids and a call for this rebid.

There were only two bids this time around, as the original bidders were now aware of the bidding range and some had determined that they needn’t make another attempt. Mr. Rudin first opened the bid from Carmichael Construction from Southport, NC; he announced to the attendees a bid of $326,849.75. He then opened the bid from Columbus Utilities out of Fair Bluff, which he announced at $458,225.75.

Mr. Rudin declared that the apparent low bid was from Carmichael Construction. He stated that both bids would be reviewed for completeness and conformity to the specs, and a recommendation would be presented to the Board at the May 7th Commissioners meeting for a tentative decision to award this contract. With that, the bid opening was closed.
