The Town of Elizabethtown Town Council set the date for soliciting treats on Halloween for Saturday, October 30. Only children ages 12 and under shall be allowed to solicit treats from residents and/or businesses of the community. Children under the age of 9 must be accompanied by an adult. “Trick or Treating” activities will begin at 5:30 p.m. and end at 9 p.m. in Elizabethtown. A curfew will be in effect for all youth between the ages of 13 and adult age after 11 p.m. on October 30 until 6 a.m. on October 31 (which does not preclude the Town of Elizabethtown Youth Protection Ordinance}. Mayor Sylvia Campbell encourages all motorists and pedestrians to exercise extreme caution during the Halloween activities.

A public hearing was held to hear comments in regard to a Code of Ordinances Amendment for a posted Truck Route. The amendment calls for Swanzy Street to be used as an alternate truck route for all trucks traveling between Peanut Road and US 701. Council will vote on this during their Special Called meeting on October 5th.

A second public hearing was held to hear comments in regard to authorizing the Filing of an Application for CDBG-I Funding for the Town of Elizabethtown Regional Sewer Project. The Town has need for and intends to construct and upgrade a wastewater treatment works project described as replacement of outdated and more than 40 years old treatment facility to include general demolition and replacement of the entire headworks. Since the hearing was conducted during a Virtual Meeting, voting on this agenda item will take place at the October 5th Special Called Town Council Meeting.

A resolution authorizing the sale of personal property by Internet Auction was approved for the Police Department. The Police Department has a 2012 GMC Terrain that is no longer needed by that department.

With the Greene’s Lake and Conservation Park project now complete, it is time to plan the dedication event. Director of Communications and Marketing Terri Dennison will be planning this event. Mayor Campbell will work with the Town Manager on a date in November.

Formation of Committee to Plan the 250th Anniversary event of the Town of Elizabethtown — For event planning, in addition to Mayor Campbell, Town Manager Dane Rideout and Mrs. Dennison, six (6) committee members will be needed – two Town Council members and four from the community. Sunday Allen, Fletcher Collins, Robin Summerlin, Lewis Smith and Tomye Glenn will represent the community. Paula Greene and Ricky Leinwand will represent the Board.

Pat DeVane updated the Council on the Cemetery Project. The wall is completed and work has started on the anchors for the wall. They may be requesting an extension due to the amount of time the wall took for completion. The first phase of the Resurfacing portion of the street project should start the week of October 11th (streets highlighted in yellow on the map above). The next phase will include more streets for repairs.

In other administrative matters, Council selected two members to serve on the Budget Committee (Rich Glenn, Ricky Leinwand); approved the Monthly Financial Report; approved the Budget Amendment; and approved the Tax Releases ($502.58) as presented.

• Chief Nick West has accepted a position with Columbus County as the Assistant County Manager. A formal send-off will be announced.

• A Special Called Meeting is planned for October 5, 2021, at 5:30 p.m. at the Airport Terminal Building. The purpose of the meeting will be to work on updating the Town’s Land Use Plan. The public is asked to join via Zoom Call.

• The East Bladen High School Homecoming Parade is Friday, October 8th, at 4 p.m. Lineup will be at San Jose restaurant.

• October 12th at Noon – Chamber of Commerce Monthly Member Meeting at the Farmer’s Market. Jason Williams will be presenting the expanded service of Dreamworks.

• October 14th at 5:30 p.m. – Quarterly meeting of the Elizabethtown Downtown Business and Merchant Meeting at Farmer’s Market.

• E-town Ramp Massacre Skateboard Competition will be held on October 23rd at the Elizabethtown Skateboard Park on King Street.

Council adjourned to a Closed session for Personnel discussion.
