The Elizabethtown Town Council met in a noon work session on Monday and discussed a conceptual drawing for a concession stand for Leinwand Park and the draft master plan for Greene’s Lake and Conservation Park. Rod Fritz, with Elizabethtown Planning Department, presented the two items to the board for information purposes. 

Fritz told the board the building would contain men’s and women’s restroom and a concession stand.  The drawing shows an 30 foot by 48 foot building.  He suggested the board defer the funds set aside for this year for this project and supplement it with funds appropriated next year for construction. 

Mayor Sylvia Campbell inquired if the cost could be reduced and Fritz said that a proposed Cupola on the roof hides the vent stacks from the restrooms. Fritz also said the proposed roofline and the brick are designed to match the Bladen Crisis building.

“What condition is the Bladen Crisis Building in?” asked Mayor Campbell. 

Town Manager Eddie Madden said Chad DeVane had assessed the building and said it is solid and recommended the town not tear it down. 

Councilman Dicky Glenn expressed his frustration with issues that are ongoing in the town. “We are working on the solar panels (proposed ordinance). We’ve had a sign problem in the downtown for three or four years. I get complaints about the old Chevrolet building which we are not going to do anything about,” said Glenn. 

Madden turned the discussion back to the concession stand and noted that it is in the town’s budget. Mayor Campbell suggested taking the composite drawing  back to the recreation committee for further review. Madden stressed to the board the concession stand is not on the agenda for approval.

“This was a first pass at a concept. There are no working drawings, we just wanted some feedback,” said Fritz.

Fritz did say the pitch of the roof on the Bladen Crisis building is a 6/12 pitch and the existing restroom building has a roof that is a little flatter. He noted that one reason they were trying to match the new facility to the Bladen Crisis building is that should Bladen Crisis ever want to move on, the center of that building aligns with the center of the proposed building. Fritz said the center of the existing Bladen Crisis building could be opened up to create a walkway and the wings on either side could become future office space with a plaza between the two buildings. 

Following the discussion of the concession stand, Fritz also presented information on the draft master plan for Greene’s Lake & Conservation Park.  Sarah Burroughs is expected to present the plan during tonight’s Council meeting.  The Greene’s Lake & Conservation Park will be located in the Elizabethtown Industrial Park. Fritz told the board there are plans for a one mile trail, a shelter and picnic area, a nature play area and a wildflower meadow and open space. The board will discuss the plans further during their session tonight.
