The Elizabethtown Town Council met in a noon work session today (Monday, March 6) to review items that would be coming before the board tonight. Council members Paula Greene and Herman Lewis were unable to attend the work session.

Roslyn Lewis has requested to appear before the board to hear her concerns about being billed monthly for sewer service when she had a septic tank for 607 South Poplar Street. Septic tanks are very useful in most cases but if they don’t have a Knoxville Septic Pumping Service see to it regularly then it can be expensive to fix, should anything go wrong due to lack of maintenance. Town Manager Eddie Madden told the board that Ms. Lewis is a tenant at 607 South Poplar Street and discovered some time ago she was on a septic system.

Madden said that she has expressed concerns about being charged for sewer service while she is on a septic system. “We have, in essence been maintaining the septic system and in exchange for maintaining the septic system, she has been charged a sewer fee,” said Madden.

He said the property in question has been added to the town’s severe system. Madden said that Ms. Lewis is requesting a refund of the sewer fees.
Public Works Director Pat DeVane said that according to documents on file with the town, in the 1980s, Mrs. C. R. Green gave the town an easement of about 10 feet for a sewer line across the back of her property. DeVane said that in exchange for that easement, the town maintained the septic system. He said the property was added to the town’s sewer service in about 2010.

The board is expected to hear from Ms. Lewis tonight.

Also, the board heard from Elizabethtown Fire Chief Nick West regarding declaring Engine No. 557 as surplus and disposing of it through a private sale. Chief West told the Council that the Elizabethtown Rescue Squad is selling their rescue truck, trailer and equipment and the department would like to purchase it at a cost of $75,000.

He said the fire department has received an offer of $40,000 for Engine No. 557. The truck was purchased new by the town in 2008 and was used as a brush truck. Chief West said the pumper was sold off of Engine No. 557 last year.

The board will vote on the matter tonight.

Mayor Sylvia Campbell also told the board that late last week FEMA notified the town they will provide funds to demolish the rescue building on Mercer Mill-Brown Marsh Road which was flooded during Hurricane Matthew. She added the town does not have the funds to build another building.

In other matters:

*The board will also consider renewing the audit contract with Thompson, Price, Scott, Adams and Company for fiscal year ending June 30, 2017.

*The board will consider whether or not approve the Capital Improvement Plan for 2017-2021.

*The board is expected to take the matter of Tax Releases in the amount of $678.68.

*Finance Director Jay Leatherman will present the monthly financial report.

*The board will hold a closed session for matters of client-attorney privilege.
