The Elizabethtown Council is working to tighten rules regarding parades held inside the town. Planning Technician Billie Hall told the board the town staff compared the town’s existing ordinance to Clinton, Hope Mills and Clayton.

Hall said Elizabethtown Police Chief Tony Parrish and Town Manager Eddie Madden have reviewed the newly written policy. Some of the new restrictions include a ban on throwing any items including candy from moving vehicles and motorcycle riders must wear helmets. “It does allow you to walk and hand things out,” said Hall.

She also said parade organizers must submit the time the parade will begin and when it will end as well as the route the parade will take. Those wishing to submit a parade application will still have to obtain the application from Chief Parrish.

Chief Parrish explained there was incident at a parade last year in which a parade entry was passing out dollar bills and children were trying to get to the vehicle to receive a dollar bill as it was moving. This was creating an unsafe situation for the children as the vehicle was still moving, said Chief Parrish.

The Council is expected to set a date for a public hearing on the changes for the May 2017 meeting.
