A staff report

The Elizabethtown Town Council, led by Mayor Sylvia Campbell, will convene for its regular meeting on Monday, October 7, 2024, at 7:00 PM. The meeting will cover a variety of important topics impacting the town’s operations and future plans.

Opening and Call to Order
Mayor Campbell will officially call the meeting to order, signaling the start of the session.

Presentation of Colors, Pledge of Allegiance, and Invocation
Cadets from the Paul R. Brown Leadership Academy will present the Colors, followed by all attendees joining in reciting the Pledge of Allegiance. An invocation will also be given to open the meeting on a solemn note.

Approval of Consent Agenda Items
The Council is expected to approve the Consent Agenda items, which will include routine matters and reports to streamline the meeting’s progression.

Ordinances, Resolutions, and Proclamations
A key item on the agenda is Resolution #R-2024-22, which seeks the adoption of the town’s 10-Year Capital Improvement Plan. This resolution will focus specifically on upgrades to the Wastewater Treatment Plant, a vital project for maintaining and improving the town’s infrastructure. The Council will review and vote on the resolution during the session.

Presentations
Town Manager Dane Rideout will provide updates on various projects and ongoing initiatives, giving the Council an overview of the town’s current status and future plans.

Administrative Matters
The Council will consider Budget Amendment #2025-01, a financial adjustment for the fiscal year to address changes in project funding and allocations. In addition, there will be a discussion of a Special Called Town Council Meeting set for October 15, 2024, at Noon, where the Council will decide on awarding the RFQ for the design and construction of a manufacturing facility for Vulcan, a key industrial project.

Other Business
During the “Briefly” segment, reminders and announcements will be shared. Department heads will also present their updates on town operations and activities.

Open Forum
The Council will open the floor for public comments, allowing residents to raise concerns or provide input on matters affecting the community.

Closed Session
At the October 15, 2024, Noon Meeting, a closed session will be held in accordance with North Carolina General Statute 143-318.11(a)(3) to discuss attorney-client privileged matters. This session will not be open to the public.

Adjournment
Following the completion of the scheduled agenda, Mayor Campbell will entertain a motion to adjourn the meeting.

This upcoming Council meeting is expected to be productive, with significant discussions centered on the town’s infrastructure and the potential development of a new manufacturing facility. Residents are encouraged to attend and participate, particularly during the Open Forum segment.
