Performs a variety of unskilled and limited semi-skilled manual labor tasks within the Public Services Department.
Distinguishing Features of the Class
Employees in this class perform a variety of unskilled and semi-skilled manual labor tasks in the maintenance and repair of streets, grounds, and Town owned facilities and areas.
Work includes participating in leaf collection, cleaning storm drains, asphalt patching, and various other grounds maintenance work, and may include leading temporary workers in
accomplishing tasks. Employees also participate in water and sewer repairs as needed and other manual and semi-skilled tasks. Employees are subject to hazards in streets and grounds
maintenance work including both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as noise, dusts, fumes, mists, oils, and working
around moving mechanical parts. Work around raw sewage is subject to the final OSHA standards on blood borne pathogens. Work is performed under general supervision of the Public Works Supervisor and in accordance with specific instructions and within defined procedures. Work may be reviewed while in progress or upon completion for adherence to established standards.
Duties and Responsibilities
Essential Duties and Tasks
Leads and participates in the collection of leaves or other yard debris.
Picks up bulky items such as refrigerators, washers, dryers, mattresses, and other household items.
Cleans ditches, gutters, culverts, and drainage structures.
Removes and picks up dead animals from Town streets and residences.
Performs a variety of heavy manual tasks in the maintenance and repair of sidewalks, streets, driveways, and gutters.
Maintains town parks and around other town owned facilities such as lift stations, cemeteries, and right of ways; cleans restrooms and performs other ground maintenance tasks.
Trims trees, mows grass, rakes and mulches leaves, trims shrubbery and hedges, waters grass and flowers.
Breaks pavement, pours and shovels asphalt, tamps and smooths asphalt in street repair duties; replaces street signs.
Loads and unloads stone, gravel, dirt, asphalt, and related materials and supplies.
Operates mowing equipment, flat bed trucks, chain saws, leaf collectors, wood chippers, and blowers.
Performs minor maintenance on motorized equipment.

Recruitment and Selection Guidelines
Knowledge’s, Skills and Abilities
Some knowledge of standard practices, materials, tools, and equipment utilized in work assigned.
Working knowledge of hazards and applicable safety precautions associated with assigned area of work.
Ability to supervise NC Department of Corrections Inmates a must.
Some knowledge of traffic laws, ordinances, and regulations pertaining to operations of motorized equipment.
Ability to operate light and medium equipment.
Ability to understand and follow oral and written instructions.
Ability to establish and maintain effective working relationships with other employees.
Ability to make simple written records of work activities.
Physical Requirements
Must be able to physically perform the basic life operational support functions of kneeling, balancing, stooping, crawling, pulling, lifting, climbing, crouching, reaching, standing, walking, grasping, talking, hearing, and repetitive motions.
Must be able to operate a chainsaw and lift over 50 pounds comfortably.
Must be able to work and perform tasks on unlevel ground and in ditches.
Must be able to perform heavy work exerting up to 100 pounds of force occasionally and/or 20 pounds of force constantly to move objects.
Must posses the visual acuity to operate equipment, inspect work, and perform semi-skilled trade work.
Desirable Education and Experience
Graduation from high school and some experience in related maintenance and construction work; or an equivalent combination of education and experience, which provides the required knowledge, skills, and abilities.
Special Requirements
Possession of a valid North Carolina driver’s license.
