Billy_MonroeA White Oak man was sentenced last week on a charge of felonious restraint for taking a woman to his home against her will and engaging in non-consensual sex.

Billy Andra Monroe, 54, received an active sentence of between 31 and 47 months under a plea agreement Wednesday in Bladen County Superior Court. Monroe also was given a suspended sentence and placed on 36 months supervised probation for possession of a firearm by a felon.

According to a court summary of the charge, on the night of Feb. 22, 2015, Monroe picked up a woman in Cumberland County and drove her to his home in White Oak. In the early morning hours of Feb. 23, 2015, Monroe drove the woman back to Cumberland County. The woman was able to escape from Monroe’s car when they stopped at a convenience store.

When Bladen County Sheriff’s deputies went to Monroe’s home Feb. 26, 2015 to serve warrants for his arrest, an officer saw a revolver in the dining room. Monroe told the officer that his brother had given him the gun. Monroe had previously been convicted of cocaine possession.
