The Paul R. Brown Leadership Academy recently held its third annual Military Ball. The guest speaker for the dinner was LTC Carl T. Carter Jr.  During the speech LTC Carter posed the question to the cadets; “Are leaders born or made?” During his moving speech he also spoke to the cadets on the importance of being a good leader and taking advantage of every opportunity that is presented to you in life. 

LTC Carter, is a native of Council and he enlisted in the United States Army and was assigned to 1st Battalion, 504th Parachute Infantry  Regiment, Fort Bragg, North Carolina from November 1991 to August 1993.  After completing the Army’s “Green to Gold” program, he was  commissioned as a Field Artillery officer, branch detailed from the Military Intelligence branch in 1997. 

LTC Carter served in every battery level position in 1st Battalion, 6th Field Artillery in Bamberg, Germany.  In November 1999, he deployed with 1st Battalion, 63d Armor Regiment to Kosovo as a Task Force Targeting Officer.  Upon redeployment, he was assigned to 3d Brigade Combat Team, Vilseck, Germany, as the assistant Brigade Fire Support Officer.

LTC Carter attended the Military Intelligence Officer Transition Course and Career Course at Fort Huachuca, Arizona in February 2001. From 2001-2007 , he was assigned to 4th Infantry Division (Mechanized), Fort Hood, Texas, and served as a Brigade S-2 Planner, Battalion S2, Company Commander, and Analysis Control Element Battle Captain. From 2007 to 2008, he attended the Intermediate Level Education Course at Fort Belvoir, Virginia, and completed the Post Graduate Intelligence Program at Bolling Air Force Base. From 2008-2010 he was assigned to the Special United States Liaison Activity Korea as the Deputy Chief of Operations Division.  From November 2010 to July 2013, he served as Battalion S3 and Executive Officer, 441st Military Intelligence Battalion, Camp Zama, Japan. He currently serves as Chief of Operations, G2, United States Army Central, Shaw Air Force Base, South Carolina.

LTC Carter’s awards and decorations include:  Bronze Star Medal (2d oak leaf cluster); Defense Meritorious Service Medal; Meritorious Service Medal (2d oak leaf cluster); Army Commendation Medal; Joint Service Achievement Medal; Army Achievement Medal (2d oak leaf cluster); National Defense Service Medal (2d award); Kosovo Campaign Medal; Global War on Terrorism Expeditionary Medal; Global War on Terrorism Service Medal; Korea Defense Service Medal; Humanitarian Service Medal; Army Service Ribbon; Overseas Ribbon; National Atlantic Treaty Organization Medal; Multinational Forces and Observers Medal; Valorous Unit Award; Meritorious Unit Citation; Air Assault Badge; Parachutist Badge; and the Expert Infantryman’s Badge.

LTC Carter’s civilian education includes: Bachelor of Science in Economics; Master of Science in Strategic Intelligence; and a Master of Pastoral Counseling. LTC Carter is married to the former Lisa L. Weems (Lieutenant Colonel (RET) of Atlanta, Georgia. They have two daughters, Ashley and Denise.
