Victor Cedeño Caballero and Joel Andrade De Leon, an attorney who is traveling with Cedeño, of the Polytechnic Bilingual Institute Goshen of Panama, addressed the members  of the Elizabethtown Rotary Club on Wednesday. Cedeño is a civil and industrial engineer in Panama. 

They have been visiting Bladen Community College and touring the region to learn more about the college and how they reach out to their students and communities.

Cedeño said that in Panama, if students are not enrolled in school, they become a candidate to be targeted by and to join gangs. He said the purpose of the school is to give the students different levels of courses they can enroll in such as enrolling in university or college courses or they can go to an intermediate high school level course.
Cedeño said that sometimes representatives of the school need to go out into the communities and approach the local tribes. He said the school’s representatives speak to tribal leaders about encouraging their children to attend one of the schools. 
Cedeño said that students at the school those students whose families can afford to pay fee do so, but others who cannot afford to pay are also allowed to attend. The idea is to try to help them and to see the value of an education and how it can improve their situation.  he said they teach the students English through the schools to help them when they begin their businesses.
Cedeño said they also reach to the faith community to help in contacting families.  Currently, there are 1,200 students enrolled, according to Cedeño.
