MunroeElizabethtown Town Council met Monday evening in regular session.  Several public hearings were conducted.  A Zoning Ordinance Text Amendment public hearing was held for comments regarding the addition of a C-1A Commercial-Agricultural District.  No public comments were made. Council approved the text amendment as presented.
A second public hearing was held for a rezoning request by Homer Alex Munroe, II of Cape Fear Vineyard and Winery, LLC which is located at 195 Vineyard Drive in the Industrial Park.  He requested property be rezoned from RA (Residential Agriculture) to C-1A (Commercial-Agricultural).  Council approved the rezoning request.
A public hearing was held for a special use permit and was a Quasi-Judicial Hearing.  Homer Alex Munroe was requesting the special use permit for new construction of a Special Events Facility to include overnight accommodations at Cape Fear Vineyard and Winery.  He spoke with the Council regarding his plans for cottages located at the winery.  Council approved the special use permit as requested.
The final Public hearing conducted was regarding the rezoning request for Campbell Development, INC for property at 1419 US Hwy 53 W from RA (Residential Agricultural) to I (Industrial).  The property will be used for R.L.S. Logging, a bulk log export operation which will export logs and chip wood shipments to China. China requires the use of methyl bromide as a fumigant prior to shipping.  Council approved the special use permit as presented.

The annual Halloween Resolution recognized that Halloween activities will be held on Saturday, October 31st and imposed a curfew from 9:00 p.m. to 6:00 a.m.

Saturday, October 31st was also proclaimed NC “Breaking the Silence” Domestic Violence Awareness Day.

In administrative matters, Council approved the Elizabethtown Comprehensive Bicycle Plan; approved a proposal from Smith Brothers Paving ($7,300) for paving a Bike Lane on Newton Street; and approved tax releases and financial report.
