Town of White Lake Board of Commissioners met in regular session Tuesday evening.  Bradley Kinlaw, Director of Emergency Services, submitted a Leak Adjustment Request and asked the Board to consider releasing the water charges ($576.90) that were incurred when Time Warner Cable cut a 3” water main at the Bladen County Emergency Services Training Facility, previously NC Department of Corrections.  Public Works Director Tim Frush indicated on the Leak Adjustment Request form that the release does not meet the Town’s policy and asked the Board’s direction on this matter.  The Town does not provide wastewater services to this location and it is the Town’s policy that all water charges are to be paid. Council denied the request to release the water charges.

In other administrative matters, Council approved Tax Releases ($400.01); Utility Releases ($1,813.08); approved Contract Amendment #2 and adopted the Drinking Water and Wastewater Asset Management Plan as presented.  Council also approved the Audit Contract with Thompson, Price, Scott and Adams for the 2015-16 fiscal year audit. The cost to provide the auditing service is $12,000 ($10,500 audit and $1500 for preparation of financial statements).  There is no increase in the contract from the 2014/15 audit.

The Finance Office presented Budget Ordinance Amendment #2016-04 ($4,879.62) to amend the FY 2015-16 Budget Ordinance to budget unanticipated revenues received during the current fiscal year.  The Finance Office also  presented Budget Ordinance Amendment #2016-05 ($1,278.62) to amend the FY 2015-16 Budget Ordinance to budget unanticipated revenues received during the current fiscal year.

As a final step in the process of applying for a matching grant with the NC Parks and Recreation Trust Fund, Eddie Madden, Grant Coordinator asked the Board to approve a resolution of support for the project as well as approve the Basic Facts and Assurances that indicates the Town’s financial commitment.  The total project amount for the first phase of development is $610,570.  PARTF is being asked to fund $305,285 toward the project which leaves a local commitment of $305,285.  An application has been submitted to USDA for the Town’s portion of the project.  Council adopted the Resolution of Support and approved the Basic Facts and Assurances Agreement as presented.

Fordham Britt, Director of Physician Services with Southeastern Medical Health met with Mayor Womble recently to express their desire to expand the White Lake facility.  Town Staff asked approval from the Board to proceed with design criteria and grant applications to determine if grants are available for building expansion/reuse and/or renovations.  Council gave approval to begin the process.

Mayor Womble announced that the Town of White Lake will host the NC STEPS Mayor’s Meeting on April 26, 2016 between 10:00 a.m. and 2:00 p.m.  Board members are also invited to attend the meeting.

In accordance with the Office of State Fire Marshall guidelines, the Town of White Lake will be flow testing and flushing fire hydrants and pressure testing all parts of the Town’s water distribution system beginning April 11 through April 22, 2016.

The 38th Annual White Lake Water Festival will be held May 20–21, 2016.  The parade will be held on Saturday, May 20, 2016 at 10:00 A.M.
