Town Staff reported on the sewer line from Wrexham St. north to the end of Lake Shore Dr in Waterford Subdivision that was cleaned and videoed in January 2013. The video review of this section of 8” clay pipe showed a longitudinal cracked and missing pipe, off-set joints, roots, soil and water intrusion. Should the unsupported areas of this pipe collapse, not only would the sewer flow from the two connection pump stations be cut-off, the potential of a sink hole above the line and in the street would present a public hazard.

It was also noted that with the large cracks and voids in the sewer line, not only would there be infiltration; there would be ex-filtration at a location approximately 250 feet from the lake. Engineering Services recommended that the Town expedite the process of replacing this failing sewer line and potential hazard as soon as possible.

The total cost to complete the rehab project is $99,703. Public Works Director Tim Frush secured three proposals to make the repairs, T&H Construction ($88,054), Columbus Utilities, Inc. ($126,238.50) and Hickman Utilities ($79,094.00). The Board approved the project with funding for the project available in the Waste Water Fund Cap: Reserve: Waste Water System Improvement ($235,891.85).

The bid was awarded to Hickman Utilities. A budget amendment was also approved to transfer funds from Capital Reserve to the Operating Budget.

In Administrative matters, the Board approved Utility Releases ($978.63), Tax Releases ($2,704.06) and Refunds ($344.85); refunded Reconnect Fees ($200.00); waived interest on discovered properties partially in Town limits and County; authorized the deputy finance officer (Kathy Iwerks) to execute the pre-audit certificate, and approved the contract for Audit by Thompson, Price, Scott & Adams (increase of $500).

The Board of Elections notified the Town of upcoming elections for 2015. Commissioners up for reelection are Don Smith, Tom Reil, Tracie Trivette, and Mayor Womble. Filing period is July 6 through July 27th.

Meeting was adjourned to March 19 for a joint meeting with the planning board at 7:00 pm.
