A staff report

The Elizabethtown Town Council will hold its regular meeting on Monday, July 1, 2024, at the Elizabethtown Town Hall at 805 W. Broad Street. The day’s events will begin with a Noon Work Session, followed by the evening meeting starting at 7:00 p.m. in the Council Chamber.

A key highlight of the evening meeting will be a Public Hearing regarding the Town of Elizabethtown’s intention to enter into a Ground Lease Agreement for the Live Work Play Housing Project at the Elizabethtown Industrial Park. This hearing is scheduled for 7:00 p.m., and members of the public are invited to attend and provide their input.

The property in question is located at the intersection of Aviation Parkway and Executive Drive in Elizabethtown, Bladen County, NC. It comprises portions of two tracts, totaling approximately 77.55 acres. The assessed value of the property is $85,474.00. The proposed lease includes provisions for workforce housing, potential tax revenues from residential housing and associated businesses, and revenues from monthly water and sewer services, as well as ad valorem town property taxes or equivalent annual lease payments.

The meeting will open with Mayor Sylvia Campbell calling the session to order. The Council will then approve the Consent Agenda items. Special recognition will be given to Retired Police Lieutenant Dwayne Cheshire, with Mayor Campbell presenting a framed resolution and Town Manager Dane Rideout presenting Cheshire with his service sidearm and law enforcement badge. This will be followed by the ceremonial swearing-in of Police Chief Mark McMichael.

Following the Public Hearing, the Council will address several key issues, including:

  • Approval of a Zoning Ordinance Text Amendment for Truck Terminals.
  • Resolution #R-2024-08 for the execution of the LWP Ground Lease and Option to Lease Agreement.

Presentations will include a Town Manager Update, followed by administrative matters such as the approval of the Ground Lease and Option to Lease Agreement for the LWP Housing Project and the Infrastructure Reimbursement Agreement, authorizing Town Manager Dane Rideout to sign the agreements.

The Council will also address the Written Order for the approval of a Special Use Permit for Elizabethtown Christian Academy, which was approved on June 3, 2024.

The session will include an open forum for public concerns or comments, a “Briefly” segment for reminders and announcements, and a Department Head Update Report.

A closed session will be conducted at the Noon Meeting to discuss Economic Development, Real Estate, and Personnel matters in accordance with NCGS 143-318.11(a)(4), (a)(5), and (a)(6).

The meeting will conclude with a motion to adjourn, led by Mayor Campbell.

Residents are encouraged to attend and participate in the Public Hearing and other agenda items of interest.
