Teen Court/Restitution & Community Service Coordinator

Department: N.C. Cooperative Extension- Bladen County Center

Salary Grade: 57A ($22,178)

Status: Permanent, full-time

Job Summary To manage and oversee the Teen Court and Restitution & Community Service Programs for Bladen County in compliance with required guidelines and regulations of the County of Bladen, the Juvenile Justice and Delinquency Prevention program which is a section of the NC Department of Public Safety, and N.C. Cooperative Extension-Bladen County Center.

Major Responsibilities for Teen Court Program

  • Receives referrals from Juvenile Court Services, schools, or other programs.
  • Makes initial contact with youth and parents or guardians to schedule initial interview.
  • Interview youth and their parents/guardians.
  • Recruitment and training of all volunteers- youth and adults.
  • Coordinate and attend all Teen Court trial sessions.
  • Develop workshops or seminars required for the Teen Court program.

Major Responsibilities for Restitution & Community Services Program

  • Receives referrals from Juvenile Court Services, schools, or other programs.
  • Makes initial contact with youth and parents or guardians to schedule initial interview.
  • Interview youth and their parents/guardians.
  • Initiate community service schedules with local agencies and organizations to fulfill hours assigned to clients.
  • Keep up with client hours and report regularly to Juvenile Court Services counselors.
  • Maintain on-site supervision with clients at all times.

Educational Qualifications: Must have at least an Associate’s Degree in a related field, or a high school diploma with at least (2-3) years of experience working with youth. Funding is provided through the NC Department of Public Safety.

Other Qualifications

  • Strong oral and written communication skills with the ability to plan, organize, and work well with people.
  • Self-directed and self-motivated with the ability to multi-task and set priorities with little supervision.
  • Possess strong work ethic with skills in leadership, communications, networking, budgeting, and public relations.
  • Strong computer and technical competencies, including experience and knowledge in marketing and presentations.
  • Ability to work and interact with a diverse population.
  • Excellent time and resource management skills.
  • Ability to network and work collaboratively with other Extension programs, community partners and agencies to meet the needs of the youth in the community.
  • Develop and maintain community and other organizational networks.
  • Other duties as assigned.

Public Notice

The Elizabethtown ABC Board FY 2017-2018 proposed budget has been submitted

to the Board and is available for public inspection in the of the manager office.

This budget may be inspected during regular business hours. A Public Hearing for

the FY 2017-2018 proposed budget is scheduled for Tuesday, June 13, 2017 at

5:30 p.m. In the manager office of the ABC store located at 2817 West Broad

Street, Elizabethtown. The public is invited to attend.

Public Hearing Notice

The proposed FY 2017-2018 Bladen County budget for all economic development activities has

been submitted to the Board of County Commissioners for consideration. The County of Bladen

budget for economic development activities include:

Bladen County Economic Development Commission

Salaries, retirement, and healthcare costs for two full time staff members and one part time member

are $198,336, a portion of which is reimbursed by Bladen’s Bloomin’ Agri-Industrial Inc.

Operating costs (advertising, telephone, utilities, memberships and dues, client entertainment,

postage, copier costs, supplies, travel) are $22,095. Bladen County will carry over to the 2016-2017

budget $144,000 that was allocated for product development in the FY16 budget. The funds will

also be allocated and held for product development (acquisition of industrial land, construction of

utilities, or construction of speculative industrial facilities).

Elizabethtown-White Lake Are Chamber of Commerce

Allocation to support Chamber’s operating costs, marketing and events is $3,500.

Bladen’s Bloomin’ Agri-Industrial, Inc. (BBAI)

Rents received from the state of North Carolina of $429,832 for the North Carolina Department of

Motor Vehicle Call Center and the Elizabethtown JobLink center to cover rents, utilities,

maintenance, cleaning, cleaning supplies, trash removal, landscaping, and yard and lot maintenance

are passed on in the same amount to BBAI. The County of Bladen pays $30,000 for their allocation

of space for Bladen County employees and services in the JobLink center.

North Carolina’s Southeast Partnership (NCSE)

Bladen County allocates $20,000 to NCSE to support the public, private 16 member county

partnership which provides marketing, advertising and technical support services for the recruitment

of business and industry to Southeastern North Carolina.

Southeastern Economic Development Commission (SEDC)

Bladen County allocates $3,167 to SEDC to provide grant writing and administrative services for

US Economic Development Administration grants. Membership in this organization is required to

be eligible for EDA grants.

The Board of Commissioners will hold a public hearing on Monday, June 5, 2017 at 6:30 p.m. to

receive comments regarding the proposed allocations.
