During the regular session of the Elizabethtown Town Council meeting Tuesday evening, Police Chief Parrish recommended a proposed golf cart ordinance that would permit the usage of golf carts in most residential neighborhoods for licensed drivers.  Chief Parrish presented the rules and regulations to the Council and citizens in attendance.  After he spoke, Bobby Kinlaw, representing the neighborhood of Forest Hills, added the neighborhood’s support of the proposed ordinance.  According to Parrish, citizens began making complaints and concerns about child drivers and safety issues to his department.   Later in the meeting, Council approved the ordinance as presented.  It becomes effective as of September 6, 2017.  For more information on the rules and regulations, read the article with the specifics of the ordnance.

In other business, Council enacted a speed limit along Airport Road for the newly opened Emereau Charter School, as requested by the Department of Transportation.  A school zone posting with speed limit of 45 mph will be in place during the school hours.

Council approved resolutions for grants from NCDEQ to further study asset inventory for the Water System and Wastewater System projects ($15,000 local match), and also deemed surplus property to be sold on Govdeals.com.

The US Army Corps of Engineers and the NC Wildlife Resources Commission requested to enter into a Memorandum of Agreement with the Town that would allow the NC Wildlife Commission to have patrolling authority over Lock and Dam #2.  The agreement also specifies that the Commission will erect informational kiosks and perform boating access area programs at the park.  The Memorandum was approved as presented.

In administrative matters, Council approved the Gold Leaf contract for the new Elizabethtown Fire and Rescue Center; rejected the bid offer of $75,000 from Hilstar Industries for the sale of property on W Broad Street; awarded JTS Group the landscape maintenance contract for landscape services in the CBD, Town Parks and Town Hall; awarded engineering contract to WK Dickson and Co. for services on the King St Drainage Project; awarded demolition bid for the former Rescue Squad Building to Smith Brothers; approved a contract for environmental impact study for the former Chevrolet property to Hunt Environmental Associates; awarded Airport Terminal Building project to Graka Construction; and approved monthly financial reports, Tax Releases and budget amendments as presented.
