Cooper announced Oct. 21 that the state would remain paused in Phase 3 of the COVID-19 reopening plan through Nov. 13 as health officials continued to monitor viral trends. The governor cited North Carolina’s increased hospitalizations and trajectory of cases as reasons for the continuation of Phase 3.

“As this pandemic continues, I know it’s difficult and tiring to keep up our guard, especially when we’re gathered with people we love,” Cooper said during the Oct. 21 news conference. “But it’s necessary. No one wants to spread COVID-19 accidentally to friends or family, so we must keep prevention at the forefront.
