Due to the Governor of NC and the Center for Disease Control Guidelines for Halloween activities, the Town of Elizabethtown is recommending no door-to-door trick or treating for the Town residents. Many traditional Halloween activities such as in-person trick or treating can be high-risk for spreading viruses. There are several safer, alternative ways to participate in Halloween. The CDC recommends these lower risk activities as safer alternatives:
- Carving or decorating pumpkins with members of your household and displaying them
- Carving or decorating pumpkins outside, at a safe distance, with neighbors or friends
- Decorating your house, apartment, or living space
- Doing a Halloween scavenger hunt where children are given lists of Halloween-themed things to look for while they walk outdoors from house to house admiring Halloween decorations at a distance
- Having a virtual Halloween costume contest
- Having a Halloween movie night with people you live with
- Having a scavenger hunt-style trick-or-treat search with your household members in or around your home rather than going house to house
It was also announced that the Great Escape Bike Race (November) and the Elizabethtown Christmas Parade (December) are cancelled. The Veteran’s Day Ceremonies held on November 11th at the Armory will be held outdoors with social distancing and masks. The Chamber of Commerce received grants from VisitNC and will be promoting outdoor activities for Bladen County as well as a 3-day Christmas Event for downtown Elizabethtown. More information will be provided as plans are finalized.
A Public Hearing was held during the Monday evening Town Council meeting. The Elizabethtown Planning Board provides a favorable recommendation for the Rezoning Request received from HD3 Investments LLC/Hilton Companies for one parcel located along Rollins Street. The request would rezone the parcel, from C-1 General Commercial to R-10 Residential. The lot is to be combined with an adjacent lot, which is also owned by HD3 Investments LLC and currently zoned R-10 High- Density Residential, to construct two multi-family apartment buildings. Multi Family dwellings are permitted as a Use by Right under the R-10 High-Density Residential zoning district. The Town received one letter of concern from Sheila Bryan who lives on the corner of Broad and Rollins Streets. She stated, “I am concerned about the impact of additional duplexes in this area. There is currently only one way in and one way out of the current residences on this road and the additional traffic will be noticeable. There are currently no speed bumps on the road and speeding is often an issue going to and from the apartments/duplexes on Rollins street, I believe that the road should have an additional outlet besides Broad street, speed bumps put in place and the road upgraded if there are additional duplexes built I am requesting that these concerns be addressed and reviewed before the requested petition for amendment to the Elizabethtown Zoning Map is approved.”
With this being a Virtual Meeting, Town Council was not be able to act immediately following the Public Hearing. Consideration by Town Council will take place at the next scheduled Town Council meeting in November.
Council declared the 2003 Envoy as surplus property and authorizing Police Chief Tony Parrish to negotiate the private party sale and to authorize the Town Manager to dispose of the two office chairs for a negotiated price. Council adopted a resolution declaring various items of personal property as surplus property and no longer useful to the Town. These miscellaneous items will be sold at a Public Auction at the Aircraft Hangar. The Public Auction date is Saturday, November 7, 2020 at 10:00 a.m. Items include Two Raleigh Police Bikes One Dell Computer Monitor, 2000 Ford F-150, and 2008 Chevrolet Colorado. In other business Council approved budget amendments, project ordinance, and change order for local projects; approved automatic doors for Town Hall and Airport Terminal (Covid-19 Virus Relief Fund); and approved the monthly financial report.
Council adjourned into closed session to discuss a real estate property donation.
Update:
According to Terri Dennison with the Town of Elizabethtown, there were two actions taken after the Town Council returned from closed session last night:
- Agreed to accept the gift of CA Nails building.
- Agreed to accept a gift of land from Alex Monroe that will connect the trail at Greene Lake and Conservation Park.
