Governor Pat McCrory released his 2017 fiscal year proposed budget April 27, making adjustments to the second half of the 2016-2017 biennium, including a 2.8 percent overall spending increase. Highlights include increasing the Savings Reserve Account, commonly referenced as the “rainy day fund,” by $300 million to a total of $1.4 billion; targeted pay increases for teachers, law enforcement officers, correctional officers, and some court officials; an average 3 percent bonus for state employees and school support staff; and an additional $27 million for a salary adjustment fund to help recruit high-demand employees. The Governor also provides $30 million to implement the recommendations of the Governor’s Mental Health Task Force, on which NCACC Past President Ronnie Beale served, and additional Medicaid services.

The budget is now in the hands of the state legislature, with the House being the first chamber to make its changes and the Senate following. Upon reconciliation between the House and Senate, the budget will return to the Governor for his signature.
