On the eve prior to local elections, Elizabethtown Town Council met in regular session Monday evening.  Three incumbents (Dicky Glenn, Ricky Leinwand, and Darrell Page) and one new candidate (Howell Clark) are seeking office for three Town Council positions.  Mayor Sylvia Campbell is running unopposed in the Mayoral race.

A public hearing was held for public comments regarding a Zoning Ordinance text amendment to add the definition of a cemetery to the Elizabethtown Zoning Ordinance.  No comments were made by the public and Council approved the additional text later in the meeting.  Council also approved the Bladen County Comprehensive Transportation Plan as presented.  Several resolutions were also presented and approved, Hire A Vet Week will be November 9-15, 2015; proclaimed November 8-14, 2015 as Youth Appreciation Week by the Elizabethtown Optimist Club; approved submitting a Grant application from the Rural Infrastructure Division of the Deptartment of Commerce for a waterline installation at D’Vine Foods located on Hwy 701 S; approved a Resolution of Intent to consolidate the Elizabethtown Housing Authority with the Clarkton Housing Authority; and approved a resolution to declare surplus property items and dispose of it accordingly.

In administrative matters, Council approved a proposal from Duke Energy to replace remaining street lights with LED fixtures; approved the Engineering Agreement with McKim and Creed for a Feasibility Study of Lock and Dam #2 for planning/programming as the Town will take over the Locks in February; approved demolition and asbestos abatement bids of the former Band Building located on Morehead Street; and approved a budget change order for the Downtown Sewer Collection Rehab Project.

An amended Engineering Services Agreement for Phase II of Downtown Revitalization Project met with questions and concerns from Council member, Ricky Leinwand.  He questioned the $81,000 difference in the approved bid by W.K. Dickson & Co.  The amended agreement would be for $186,500.  Gary Flowers with Dickson Co. gave a lengthy explanation regarding the increased costs.  The original bid did not include restorative costs and engineering design and construction management services.  The agreement was approved as presented.

Council made several appointments to local boards. Molly Glenn and Mr. Andrews were reappointed  to the Elizabethtown Zoning Board of Adjustments; and Sybil Alsup was added to the Elizabethtown Housing Authority.
