The Elizabethtown Town Council met via Zoom for the regular March meeting on Monday evening. The Town’s Street Rehabilitation/Improvement Project requires that a Capital Project Ordinance be approved and in place for the disbursement of the project loan monies and Powell Bill funds. Council approved a resolution to establish a $2 million budget for the Street Improvement Project to be funded by a loan through First Bank.

Council accepted and adopted the Resolution to close out the grants for the Asset Inventory Assessment grant for Drinking Water and Wastewater.

Council approved a Letter of Commitment for the Grant Application for the Live, Work, Play Campus Project, Elizabethtown Industrial Park for a $400,000 cash match. The Town is currently seeking grants to cover the match funding from Golden LEAF Foundation ($200,000) and the NC Rural Infrastructure Authority ($200,000).

In other administrative matters, Council made reappointments to the Elizabethtown Recreation Commission (Mark Gillespie, Clarence Butler, Clint Hester); approved monthly financial report; and approved a budget amendment ($2,018,178.23) in revenues and expenditures.

Town Manager Dane Rideout announced the Annual Chamber Banquet is scheduled for March 10th at Lu Mil – 5:30 p.m. – Social and Dinner at 6:00 p.m. The Town Council Budget Retreat is scheduled for March 15th at Cape Fear Vineyard and Winery.

The 250th Anniversary Committee met and decided to hold a kickoff event in the Spring of 2023, followed by monthly events to culminate at the Pork & Beats Festival in November 2023.

The Town is supporting Downtown Businesses by working with tenants of the Farmer’s Market on a “Car, Coffee and Croissant” event on March 26th from 8 a.m. to 12 noon. Classic cars will be invited to gather and normal vendors will be on display.

The NC Interscholastic Bicycling Association will return to Brown’s Creek Bike Park March 18-20th. Over 4,000 school-age youth and their parents are expected to participate.

Council adjourned the meeting to enter into Closed Session for Economic Development matters, no action taken.
