In 1960, Dwight Eisenhower was in his final days as President of the US (term ended January 20, 1961) and John F. Kennedy would be sworn in on that same date. In North Carolina, Gov. Luther Hodges was ending his 8 years term on January 5, 1961, and Terry Sanford was sworn in as new Governor.
