With Commissioner Michael Cogdell absent and Commissioners Dr. Ophelia Munn-Goins and Rodney Hester attending via Zoom, Chairman Charles Ray Peterson called the 4:30 pm special meeting to order at 4:38 pm.

 

The eight-minute call to order delay was due to County Manager Greg Martin still engaging potential Managed Care contractors on the phone.

Commissioner Arthur Bullock provided the invocation, and Mr. Martin led the assembly in the Pledge to the Flag.

The first item of business was the approval of Managed Care Contracts. As documented on the agenda, Carolina Complete Health, Inc., and United Healthcare were both being considered; however, completing his phone call, Mr. Martin added Healthy Blue (by Blue Cross/Blue Shield) and Wellcare to the mix.

Dr. Terri Duncan, Director of the Bladen County Health Department, expressed her desire that all four firms be included in the County’s managed care program. With a motion by Commissioner Cameron McGill and a second by Commissioner Dr. Danny Ellis, Dr. Duncan’s request was unanimously approved.

In the second agenda item, Parks & Recreation Director Grant Pait had requested the County provide already-budgeted financial assistance to help send the Bladen County 1 AAA (10 & under) Dixie Youth Baseball team for tournament travel to Norwood, NC.

A discussion ensued about the strictness of the policy to provide these already budgeted sports funds; Mr. Martin will prepare a revision to the policy for the Commission’s review at its next meeting on July 12th.

On a motion by Commissioner Ellis and a second by Commissioner McGill, the Board unanimously approved the request to allocate $30 to each of the twelve players going to Norwood.

The Chairman quickly called for a motion and a second, and the meeting adjourned at 4:41 pm. Much was accomplished in three minutes!
