The Town of Elizabethtown Town Council honored Police Chief Bobby Kinlaw Monday evening with a reception, presentation of his service weapon, badge and a plaque of recognition.  Chief Kinlaw has served Elizabethtown for 34 years, the last 15 years as Chief.  Mayor Campbell commended him for his excellent service throughout the years.  Chief Kinlaw  stated that this is his town and his community and he is appreciative of the support he has always received while working for the Town of Elizabethtown.  He was quick to point out that his department has elite officers who do their job to keep the citizens safe and always have supported him as Chief.  He will be retiring at the end of August.

Council heard from ALTA Planning & Design regarding the drafted Bicycle Plan. Elizabethtown and NCDOT are working together to create safe and connected routes for bicycling throughout town.  The plan aims to use bicycling as a tool for increasing quality of life, tourism, and economic development.  The plan will be reviewed by the Council and citizens with the final plan to be brought before Council in September.  The plan includes recommendations, opportunities to connect resources and street networks, and ideas for funding projects.  The Town would like to hear comments from citizens.  To share your vision and ideas for the plan, or to view the plan, visit the website at ElizabethtownBikePlan.weebly.com .

A resolution authorizing an application to the NC Department of Commerce for the Utility Account Grant for the Airport Industrial Park Access Project was approved.  The funds will be used for the Taxiway Project.

The Council members remembered long-time member of the Planning Board and Board of Adjustment, J.C. Batchelor, Jr. for his service to the Town.  Mr. Batchelor died in July.  He faithfully served the Town for 26 years.

In administrative matters, the Council was asked to approve a policy for Plain Clothes Reimbursement for Police Department Employees. Council approved the policy as present; approved the contract with The Wooten Company to perform updates to sign regulations in the Elizabethtown Zoning Ordinance; appointed Lorenzo McDowell to fill the vacant seat on the Planning Board for the unexpired term formerly held by J.C. Batchelor; rescheduled the September meeting due to the Labor Day Holiday for Tuesday September 8th; and accepted the donation of property from Dr. Ray Cross and authorized the execution of the closing documents.
