The Bladen County Board of Commissioners met Monday, April 4, 2022, at 6:30 p.m. for their regular meeting in the Commissioners Meeting Room in the basement of the Bladen County Courthouse in Elizabethtown. Child Protective Services Supervisor Sheila Berkeley received the commissioners’ recently adopted Child Abuse Awareness Month Proclamation.

Dr. Jimmy Tate, Mount Calvary Center for Leadership Development, presented information to the Board.

Bladen County Library Director, Mrs. Sheila Nance, provided an update regarding County Government Month activities.

Director of Solid Waste, Mr. Kip McClary, provided an overview with information regarding a request for approval of purchasing a John Deere Wheel Loader for Solid Waste Site in the Amount of $254,504.15.

Emergency Management Director David Howell gave an update regarding the Substance Abuse and Mental Health Services Administration (SAMHSA) Grant Program.

Emergency Services Director Nathan Dowless provided an overview of a County of Bladen Disaster Recovery Plan for the Commissioners to consider approving. He also presented a Bladen County Ingestion Pathway Emergency Planning Zone Plan (IPZ), a Funding Agreement and Mutual Aid Agreement with Buckhead Fire Department, and a CrisisTec Proposal to Design, Construct, and Deliver Two (2) Operational Search and Rescue Scenario Exercises and Authorize Emergency Services Director to Develop an Agreement to Provide Services for the Commissioners to approve.

Information Technology Director, Mr. Robin Hewett provided an overview of a Request for Proposal for printer/copier/fax machines.

The Board Considered Dissolving East Arcadia Volunteer Fire Department Advisory Board.

The Board discussed Advisory Appointments to be made at their upcoming meeting on April 18, 2022. Following are the advisory positions with open seats.

Bladenboro Rural Fire District Committee

Cape Fear River Assembly

Carvers Creek Fire District Committee

Elizabethtown Rural Fire District Committee

Southeastern Community Action Partnership Board of Directors

County Manager Mr. Greg Martin reviewed the calendar and the 90-Day Pilot Test Flexible Work Week Policy for the commission board to approve. He provided a status update regarding a Memorandum of Understanding between the County of Bladen and the East Arcadia Volunteer Fire Department, Inc.

Other items discussed:

  • Ray Britt congratulated the Bladen County Sheriff’s Office on making it in a national magazine article about litter pickup.
  • Commissioner Mark Gillispie brought two issues to the Board. First, he reported the Solid Waste Convenient sites in White Oak, and the Lisbon turned away residents on the weekends. Also, there was a report about hunting in Kelly on county property. There is a tree stand and hunting taking place on county property, according to Mr. Gillispie’s report.
