The Rowan and Kelly communities are now under a voluntary evacuation due to rising water from the Black River and the Cape Fear River, according to Bladen County Emergency Management Director Bradley Kinlaw. Residents are encouraged to evacuate.

Several roads in the Kelly and Rowan areas have become impassible in the past 12 hours due to the rising waters of Black River and Cape Fear River.

A shelter at East Bladen High School is still open to the public.
Evacuations for the Tar Heel and White Oak areas have been lifted as of 9 a.m. this morning. Residents of these areas may return at this time. Drivers should be cautious as there may still be water standing on the roads.

There are currently 5,454 reported Duke Energy outages. Most of these outages are concentrated in the Elizabethtown and White Lake areas. Duke Energy official Tonya Evans reports that the vast majority of Elizabethtown’s power should be restored by the end of today.
Four County reports 4,790 outages as of 7:30 a.m. this morning.
All crews are working diligently to get power restored to Bladen.
